HEADLINES:
HSS(MD)21/2010 − INTRODUCTION OF REVALIDATION IN NORTHERN IRELAND
Background
In December 2008 the DHSSPS established the “Confidence in Care” programme co-chaired by the Chief Medical Officer (Dr Michael McBride) and the Chief Nursing Officer (Martin Bradley). This programme has been designed to deliver on the recommendations of the White Paper “Trust, Assurance and Safety”
and the outstanding actions of the DHSSPS report “Improving Patient Safety: Building Public Confidence”
At its' outset it was envisaged that this complex programme would run for a period of 2-3 years to provide assurances in relation to safer patient/client care and enhance the Publics' confidence in health and social care professionals.

Programme Objectives

The overarching objectives of the programme are:
  • To ensure effective engagement as appropriate with the Minister
  • To ensure, through robust programme management, that the recommendations of the DoH working groups and the outstanding work associated with the DHSSPS report “Improving Patient Safety: Building Public Confidence” are successfully coordinated, implemented, monitored and evaluated in Northern Ireland.
  • to ensure effective representation , and quality of input, from Northern Ireland into the working groups and harmonisation of the regulatory framework in Northern Ireland
  • To ensure there is effective communication with key stakeholders throughout Northern Ireland, taking account of the diversity of professional roles and locations.
In the context of the programme we have identified ‘stakeholder’ as meaning those who are affected by or capable of influencing strategy.  These may be:    
  • Key Stakeholders: those who have a position of high importance within the programme or a significant influence upon it.  
  • Secondary Stakeholders: those persons (or organisations) indirectly affected by programme objectives.
  • Primary Stakeholders: those who are ultimately affected, either positively or negatively by programme objectives.

Programme Workstreams

The Confidence in Care Programme originally had four workstreams (each with working groups), these were:
  • Professional Regulation
  • Pharmacy
  • Tackling Concerns (Locally and Nationally)
  • Medical and Non-Medical Revalidation
In the light of an increasingly shared agenda and to assure the best use of member’s time, the latter 2 workstreams have recently been merged.  
Programme workstream groups are now constituted as follows:
Workstream 1: Revalidation and Tackling Concerns
    
Co-Chaired by Dr Paddy Woods (Deputy Chief Medical Officer, DHSSPS) and
   Joyce Cairns (Deputy Director of HR,DHSSPS)
This group acts as ‘parent’ group to 3 sub-groups (Appraisal, Information Sharing & Investigation and Responsible Officer/Revalidation). These 3 sub-groups are chaired by a Confidence in Care Project Manager.and bring proposals to the Revalidation/Tackling Concerns ‘parent’ group for consideration and sign-off.
