Human Resources Directorate
The Human Resource Directorate (HRD) within the DHSS&PS is responsible
for ensuring that, on behalf of the Northern Ireland Assembly, the Executive and the Minister for Health
Social Services and Public Safety, human resource policies and strategies are developed and implemented
throughout the HPSS which:
- Improve the level of health-care service offered through a range of public, private and voluntary sector organisations;
- Provide an efficient and effective health-care service;
- Support the development of an appropriate HPSS workforce to meet the requirements for service delivery.
HRD provides leadership and direction to HPSS organisations in respect
of human resource issues, and works in partnership with HPSS organisations to contribute to the Department
meeting its’ corporate aim of improving the health and well-being of the people of Northern Ireland.
Specifically HRD contributes to the Departmental aim to “Modernise and
Improve Hospital, Primary Care and Public Safety Services” and within this aim the objective of “ensuring
the availability of high quality staff and promoting effective and collaborative working arrangements,
continuing training and professional development”.
The primary functions of HRD are the development of human resource policies
and strategies and the practical implementation of new working arrangements within the HPSS. In addition
the Directorate provides advice and guidance to the HPSS Employers on matters relating to the pay and
terms and conditions of employment for Health and Social Care staff.
The Directorate is made up of 4 branches,
- Education and Traning Unit,
- HPSS Superannuation Branch,
- Pay and Employment Unit,
- Workforce Planning Unit.
Each of these branches reports to the Department's Director of HPSS
Human Resources - David Bingham.
