Agenda for Change

General

Agenda for Change encompasses a new pay system throughout the HSC for all staff excluding doctors and senior executives.
The new system will offer:
  • Greater scope to create new kinds of jobs, bringing more patient-centred care and more varied and stimulated roles for HSC staff
  • Fairer pay
  • Harmonised conditions of service for HSC staff
  • A more transparent system of rewards for staff who work flexibly outside normal working hours
  • Better links between career and pay progression
Strategic Change Unit is progressing these issues looking at local requirements and is working closely with Boards and Trusts to ensure that new pay structure reflects the work of HSC staff. The new pay structure will apply to all directly employed HSC staff except doctors and senior executives. Agreement has recently been reached with NIPSA to include Social Services Staff in these structures.

Implementation

Implementation of the new pay structure, following consultation and agreement, will initially be introduced in some pilot sites in England during 2003 to help ensure that the systems are robust and adequately tested for national roll-out. Following successful piloting, it will be implemented across the HSC from October 2004.
Job evaluation is being carried out to help decide on basic pay rates and detailed assessment will determine the correct pay band for each post. Many posts have already been evaluated.
