Agenda for Change

Introduction
Agenda for Change is part of the broad reform agenda and is the vehicle through which we are seeking to reward those who do most, more often within the Health and Social Care system. It gives us the chance to sweep away the traditional demarcations between roles and responsibilities that have dogged the Health and Social Care system since it was created. New roles must and will emerge to enable the Service to meet the demands of the public we serve.
It should be used to:
  • reward those who do most for and give most to the Service;
  • address the issue of equal pay for work of equal value;
  • link pay progression to attainment of satisfactory performance levels;
  • allow for fair reward when new roles are created or additional responsibilities are taken on;
  • make HPSS competitive as a prospective employer in what is a narrowing job market;
  • achieve a reduction in staff wastage, and meet the performance targets in relation to absenteeism within HPSS;
  • most critically as a driver for performance improvement throughout the Service.
  • Agenda for Change is not about paying more for what we are currently providing in terms of service delivery.
