Consultation on the GMS Northern Ireland Global Sum Review
As part of the original negotiations on the GMS Contract in 2003, it
was agreed that the GMS global sum formula would be reviewed in light of the developing contract and
the availability of new data. In December 2004 the Formula Review Group (FRG) was established
and they in turn launched a public consultation in February 2007.
The Northern Ireland GMS Working Group completed a detailed examination
of all the factors in the global sum formula and investigated a number of additional factors identified
by the FRG for possible inclusion in a revised formula. As a result these changes were put out
for a consultation which ended on 7th December 2007.
