Good Governance - Effective Relationships Between Departments and Their Arm's Length Bodies

In recent years there has been an increasing emphasis on corporate governance in the public sector and how it might be improved. The need to promote and encourage good corporate governance within departments and their Arms Length Bodies (ALBs) in Northern Ireland has been underscored by several high profile cases of weaknesses which became the subjects of recent NIAO and PAC reports. Public Service Agreements - Measuring Performance

Since 1998, Northern Ireland Departments have been required to publishing Public Service Agreements (PSAs) covering each three-year government spending cycle. Each PSA specifies targets to be used within the period to measure performance against key departmental objectives. The Northern Ireland Audit Office conducted a review of Department's compliance with good practice in relation to specifying PSA targets and reporting on performance.
