Central Nursing Advisory Committee (CNAC)

The Central Nursing Advisory Committee is a statutory Advisory Body established in 1974 under Article 24 of the Health and Personal Social Services (Northern Ireland) Order 1972. Its function is to provide nursing advice to the Department and the Chief Nursing Officer (CNO) on matters concerning nursing and midwifery and in Northern Ireland.
The Department and CNO from time to time ask CNAC to undertake specific tasks, whether commenting on major consultative documents or deliberating on wider professional topics. CNAC also advises on topics of it’s own choice. The remit of the committee includes:
  • The provision of advice in relation to particular branches of nursing and midwifery for which the committee may appoint specialist committees;
  • The provision of advice on the implications, for nursing and midwifery of changes in technology, practice and policies;
  • The identification of areas for particular study and research;
  • The provision of advice to the Department on strategic plans; and
  • The promotion of understanding and co-operation within and between the professions in health and personal social care and related areas.

Membership

The Committee has up to 18 members, inclusive of the Chairman. The Chief Executive Officer of the Northern Ireland Practice and Education Council for Nursing and Midwifery is an ex-officio member of the Committee.
Members are selected after consultation with the HSS Area Boards nursing group, HSS Trust Nurses Group, Chief Executives of HSS Trusts, Association of Paediatric Nurses, Community Psychiatric Nurses Association, Community and District Nurses Association, Community Practitioners and Health Visitors Association, Learning Disability nurses Association, Mental Health Nurses Association, Northern Ireland Practice and Education Council for Nursing and Midwifery, Practice Nurses Forum, Royal College of Midwives, Royal College of Nursing, Private and Voluntary sector, Queens University Belfast, University of Ulster and the research and development Office for the HPSS.
Members are usually appointed for a three-year term of office and may be appointed for a maximum of two terms.

Meetings

The Committee meets four times per annum, minutes of meetings can be obtained from the Nursing and Midwifery Advisory Group.


Education Strategy Group

The Education strategy group is a Sub-group established by the Central Nursing Advisory Committee and is currently chaired by Carol Curran.


Education Commissioning Arrangements for Post-registration Education

The commissioning arrangements are managed through the Education Commissioning Group (ECG) formed after a major review and consultation by the Nursing and Midwifery Directorate (NMD). The group is comprised of key Trust representatives from all HSC Trusts finance representatives, human resources representatives, nursing education leads and key personnel from DHSSPS.
Throughout their development the ECGs have formed a number of service specific sub groups looking at specific areas of service and nursing practice, ensuring that commissioned education programmes are meeting the evolving needs of the service. A quality development sub group has also been established to examine evaluation of programmes with specific emphasis on student experience, the impact of courses on individual practice and service and the quality of facilitation and clinical placements within Trusts. The sub group is developing increasing links with the Northern Ireland Practice and Education Council on issues related to quality in post registration education programmes
A business manager Mrs Margaret Graham has responsibility for the management of the post registration education budget, which includes allocation to the two In-service units within the Province, and the funding of Development of Practice and Practice Development initiatives.

The members of the Education Commissioning Group are the Education, Training and Development leads in each of the 5 Trusts, the Board Directors and the DHSSPS Business and Contracts Manager.
