Key areas of responsibility include:
- leading the establishment of the new Safeguarding Board for Northern Ireland (SBNI), including:
- producing policy and procedures;
- negotiation with key agencies with regard to shared ownership of SBNI; and
- managing the transition to the new arrangements across Northern Ireland;
- supporting Area Child Protection Committees and Trust Child Protection Panels throughout the transition period to the new safeguarding arrangements;
- contributing to the development and implementation of the children's assessment framework in Northern Ireland (UNOCINI);
- contributing to the reform and modernisation of child protection and family support services;
- contributing to the outworking of the recommendations of the "Our Children and Young People - Our Shared Responsibility;
- providing preliminary professional assessment of referrals to the statutory list in relation to Protection of Children (POC); Panel in relation to children and young people;
- screening assessment of need for and securing access to secure accommodation, in particular for children under 13 years;
- providing professional input, as required, into the evaluation of:
- case management reviews;
- serious adverse incidents;
- business cases; and
- schemes for the delegation of statutory functions;
- professional advice to Policy Branches, other Departments, Agencies, statutory, voluntary and private sector organisations, where appropriate; and
- representing the OSS in a number of DHSSPS and external groupings related to the above areas of work.
