Key areas of responsibility include:

  • leading the establishment of the new Safeguarding Board for Northern Ireland (SBNI), including:
    • producing policy and procedures;
    • negotiation with key agencies with regard to shared ownership of SBNI; and
    • managing the transition to the new arrangements across Northern Ireland;
  • supporting Area Child Protection Committees and Trust Child Protection Panels throughout the transition period to the new safeguarding arrangements;
  • contributing to the development and implementation of the children's assessment framework in Northern Ireland (UNOCINI);
  • contributing to the reform and modernisation of child protection and family support services;
  • contributing to the outworking of the recommendations of the "Our Children and Young People - Our Shared Responsibility;
  • providing preliminary professional assessment of referrals to the statutory list in relation to Protection of Children (POC); Panel in relation to children and young people;
  • screening assessment of need for and securing access to secure accommodation, in particular for children under 13 years;
  • providing professional input, as required, into the evaluation of:
    • case management reviews;
    • serious adverse incidents;
    • business cases; and
    • schemes for the delegation of statutory functions;
  • professional advice to Policy Branches, other Departments, Agencies, statutory, voluntary and private sector organisations, where appropriate; and
  • representing the OSS in a number of DHSSPS and external groupings related to the above areas of work.
