The department provides guidance to the health board regarding the equitable distribution of the resources betweens its local commissioning groups (LCGs), this guidance is provided through the regional capitation formula.

The aim of the regional capitation formula has been to determine the fair allocation of the available resources for each geographical area being considered for the allocation year. This is determined by considering the resident population of the areas considered, its age and gender structure, along with the relative need for each of the nine programmes of care; these are listed below.

Further adjustments are also made to each of the allocations based upon the rurality of the areas and the economies of scale present within the structures within the areas being considered.

The formula is updated annually with the latest demographic and expenditure data and is produced at a number of geographic levels to fully inform planning and reviewing of expenditure. Research to update the formula is carried out on a continuous and rolling basis helping the formula reflect current thinking in the resource allocation community and current socioeconomic circumstances prevalent within Northern Ireland. All research is carried out under the direction of Capitation Formula Review Group (CFRG).
