Board Allocation

The Department provides a block grant of funds to each HSS Board to
enable them to commission health and social services for their resident populations. Allocations are
based on a capitation formula. The aim of this formula is to allocate the available resources
equitably between Boards. The formula takes account of the number of people in the respective Board
areas, the age and gender profile of those populations and differential need for care between those
populations. Other relevant factors, such as the differential cost of providing care in urban
and rural areas, and the impact of diseconomies of scale, are also taken into account. The formula is
updated annually with current data and is also produced at a number of geographic levels to inform reviews
of expenditure. Research is carried out on a continuous rolling basis to reflect current thinking in
resource allocation under the direction of Capitation Formula Review Group (CFRG).
